ARREST THESE ‘CRIMINALLY MINDED
OFFICIALS’
The Alliance for Accountable Governance (AFAG) is outraged
at the turn of events surrounding the Woyome scandal (Woyome-gate).
An amendment made to the writ filed by the A-G to the effect
that Woyome has no contract throws more light to the levels
of ‘gargantuan’ corruption that AFAG has been trumpeting for
the past three (3) years.
President Mills stated, in response to the question at the
2012 Editor’s Forum that ‘He cannot be criminally-minded and
irresponsible to order for the payment of such a huge amount
to Alfred Agbesi Woyome’. Interestingly, the NDC financier
is on record to have stated that he had no contract with
Government of Ghana. The A-G acting on behalf of the Mills-Mahama
Government has also filed a writ to the effect that Woyome
has no contract with the Government of Ghana and should
therefore refund the GHC 51 million paid to him. What is
happening here? Is the Mills-Mahama government trying to
hide from its own shadows?
It is now absolutely clear that the NDC financier Alfred
Agbesi Woyome, Betty Mould Iddrisu (Minister for Education
who was then the A-G and Minister for Justice), Dr. Kwabena
Dufour (Minister for Finance), Henry Martey Newman (the
Chief of staff to the President), and Ebo-Barton Oduro (the
Deputy A-G) have individually and collectively contravened
SECTION 62(1)(b) of the Financial administration Act
2003(Act 654). For the purposes of clarity we quote;
“Each officer or person acting in an office or employment
connected with the collection, management or disbursement of
public or trust moneys or with the control of Government
stores who ‘conspire with another to defraud the Government
or makes an opportunity for another person to defraud the
Government commits an offence, and is liable on summary
conviction to a fine not exceeding 5000 penalty units or to
imprisonment for a term not exceeding 10 years or to both.”
The public officers involved, have not only contravened Act
654 but also by their actions and inactions, undermined the
oath of Public office. In the case of Mr Alfred Woyome, it
is a case of fraud.
AFAG is hereby calling for the immediate arrest and
prosecution of the above office-holders and the NDC
financial guru Alfred Agbesi Woyome.
It is becoming increasingly clear on daily basis, that the
resolve of Hon Martin Amidu to recoup every pesewa of the
taxpayer’s money from Mr Woyome, has met stiff opposition
from some leading members within government and are bent on
frustrating the efforts of the Hon. Attorney-General. This
for AFAG has severe security implications on the person of
Hon Martin Amidu, given the colossal amount involved. We are
therefore as a matter of urgency calling on the IGP to make
special security arrangement for the protection of the AG.
