Public Accounts to be prepared weekly
Ho, Oct. 17, Ghanadot/GNA - Public accounts of ministries,
departments and agencies are to be prepared and submitted to
the Controller and Accountant-General's Department (CAGD)
weekly instead of the monthly and annual accounts.
Mr Daniel Domelovo, Director of Public Financial Management
Reform of the CAGD, said this at a three-day workshop for
public sector accounting personnel in the Volta Region at Ho
on Wednesday.
Dubbed the "National Accounting Workshop", the workshop
seeks to address the bottlenecks in the preparation of
public sector accounts.
Mr Domelevo said now that Ghana had entered the
international Bond Market the country must operate by the
rules and standards governing that market where competition
is keen and the stakeholders involved would take no excuse
for non-performance.
He also drew attention to concerns from the Public Accounts
Committee of Parliament regarding the delay in preparing and
submission of public accounts for scrutiny.
"Now you cannot be excused for delay in the submission of
your accounts on the basis of bad roads, lack of vehicles."
"Your inability to cope will be financial indiscipline that
will not be tolerated", he said.
Mr Domelevo said those who would not be able to cope would
be shown the exit and others in the queue taken on board.
In a speech read on his behalf the Controller and
Accountant-General, Mr Christian Sottie, reminded the
personnel that the Public Service, like any human
institution, was dynamic and subject to changes in terms of
human resource skills, technology and laws.
"This therefore calls for regular overhaul of its human
resources to cope with contemporary challenges, and also
better manage the other resources for maximum gain". he
said.
Mrs Olivia Sosu, Volta Regional Director of the Ghana
Education Service, said the workshop provided a good
platform for the CAGD to address discrepancies on staff pay
slips.
She said there was the need for probity and accountability
regarding clarifying items on pay slips in order to boost
staff morale and motivation.
